In my address, I reaffirmed the Government's commitment to investing in education, which remains the largest beneficiary of the 2026/27 national budget.

Delivering better services to Kenyans requires a public service that is efficient, accountable and firmly focused on results.
I joined H.E. President @WilliamsRuto at the National Productivity and Competitiveness Conference 2026 and the 2024/2025 Performance and Productivity Awards in Nairobi, where outstanding public institutions were recognised for excellence in service delivery under the Performance Contracting framework.
As the Ministry responsible for coordinating Performance Contracting and Productivity Management across Government, I emphasized the need for a cultural shift that rewards innovation, efficiency and measurable outcomes. We must reject mediocrity, low productivity and underperformance, and instead build a public service driven by merit, professionalism and impact.
I reiterated that career progression and promotions within the public service should be anchored on demonstrated performance, accountability and the ability to deliver results for citizens.
I also noted that legislation to entrench performance contracting and productivity management is ready for tabling in Parliament, providing a stronger framework to enhance accountability and improve service delivery across Government.
Ultimately, productivity is not just about targets and evaluations. It is about ensuring that every public institution delivers value to wananchi through faster services, prudent use of resources and better outcomes that improve lives and support Kenya’s socio-economic transformation.
