I agree with you except for the last part. I don’t think that’s it at all. The careless drivers? Let’s be honest how many could be vocal enough to influence his decision? 50-75 ppl? Like if the number like 10,000 people vocal enough to influence this decision. Then you could say it was to appease his voter pool.
