The Executive Department, House of Representatives, Integrated Bar of the Philippines, law deans, law professors, former Senate presidents and many others do not recognize Senator Alan Cayetano as the President of the Senate. So, what is he?
With a valid quroum of 12 Senators (Avelino v. Cuenco), we declared all positions, including the position of Senate President, vacant. This motion only requires a simple majority.
Sen. Alan is no longer Senate President. In his stead, the Acting Senate President is Senate President Pro Tempore, Win Gatchalian.

Man made disaster naman at hindi force majeure ang warning shot ni Aplasca, ang barilan sa Senado at ang pagtakas ni Bato.
I never voted for Tito Sotto before, but credit where it’s due. I honestly respect what he did last night. Since his comeback, he has been standing for what is right more often, and what happened last night proved it again.
When the Minority senators walked out and the Senate lost quorum, Tito Sotto immediately pointed it out and moved to adjourn the session. Marcoleta tried to argue and question the rules, but Tito Sen shut it down fast with that line: “Akala ko ba magaling sa rules?”
And the thing is, Sotto was absolutely correct based on Senate procedure. The motion to adjourn takes precedence once there’s no quorum. Cayetano couldn’t do anything. Even Loren Legarda, as presiding officer, had no choice but to concede and adjourn the session.
Tito Sotto stood his ground.
Turns out, the “comedian” understood the Senate rules better than all of them. Maybe tama nga na bumalik ka, Tito Sen. 👏
