Memorandum to the International Community, the United Nations, and International Human Rights Organizations.
We respectfully call upon the international community, the United Nations, international human rights organisations, democratic governments, international legal institutions, and global civil society to take serious notice of the critical situation in Sindh. As representatives of the national movement of Sindh, we bring forth the severe, existential threats and urgent concerns regarding the political rights, human rights, and the future and freedom of the historic nation of Sindhudesh before the world.
The historic, indigenous, and culturally distinct nation of Sindh has been subjected to prolonged political domination, economic exploitation, and a systematic denial of its collective political, economic, national, and historic rights within the unnatural state structure of Pakistan. We maintain that the recent sentencing of political activists and leaders of the Jeay Sindh Muttahida Mahaz (JSMM), Manzoor Khorkhani and Bilal Shar, to life imprisonment reflects a broader, institutionalised state conspiracy designed to suppress the political voice of the Sindhi nation and crush the natural expression of political views.
We explicitly state that large areas of Sindh's fertile agricultural land have been placed under the direct illegal occupation of the Pakistan Army and federal institutions. Meanwhile, Punjab has launched a direct assault on Sindh's life-sustaining water resources through the unauthorised construction of upstream canals, dams, and mega-projects, severely damaging the ecology and survival of Sindh. Furthermore, Sindh's vast natural wealth, including oil, gas, coal, ports, and valuable minerals, is being systematically plundered by Punjab, treated as mere spoils of war (Mal-e-Ghanimat). These resources have never been managed in a manner that recognises the sovereign rights of the Sindhi people over their own soil, nor has Sindh been granted equitable control or economic benefit. Consequently, despite being blessed with immense natural wealth, the Sindhi nation is being actively destroyed and devastated by persistent poverty, induced starvation, destitution, and deliberate economic deprivation.
We vehemently condemn the enforced disappearances of Sindhi political activists by Pakistani state agencies and military forces, their unlawful detention in secret torture cells, and the horrific, ruthless torture inflicted upon them, which routinely culminates in their mutilated bodies being dumped on the streets. We present this grave situation before the international community, demanding that global powers hold the Pakistani military and state strictly accountable for this fascist, brutal, and ruthless state terrorism. Pakistan must be brought to the dock of international justice before international courts for these severe crimes against humanity. Numerous families have publicly testified that their loved ones were taken into custody and subsequently disappeared by the Army, Rangers, and the ISI, with relatives being systematically denied any information regarding their whereabouts or legal status. In this regard, the Central Communications Secretary of JSMM, Roheel Laghari, alongside Sopich Sargani, Pathan Khan Khahrani, Sarvech Noohani, and countless other political activists, remain illegally detained by Pakistani intelligence agencies without ever being produced before courts or allowed contact with their parents. We demand an independent, impartial, and transparent investigation into all allegations of enforced disappearances, conducted under the direct supervision and leadership of international bodies, in strict accordance with global human rights standards.
We urgently appeal to international bodies and human rights organisations regarding the abduction of over two dozen innocent Sindhi children, including young girls Priya Kumari, Ujala Solangi, and many others. The state's absolute apathy and criminal neglect in these cases demonstrate a deeply rooted, hostile anti-Sindh bias. We want the world to recognise the agonising pain, trauma, and profound suffering of the parents whose children have been ripped away from them while the state intentionally looks the other way. We demand immediate international intervention to ensure the safe recovery of these innocent children. We call for credible, transparent, and independent investigations into every single case, absolute accountability for the perpetrators, and effective protection for women and children in accordance with international human rights law.
Political repression, severe restrictions on freedom of expression, unequal access to resources, and the systematic promotion of religious extremism, sectarianism, and state-engineered ethnic prejudice, hatred, and polarisation have severely eroded Sindh’s deeply rooted humanitarian, Sufi, secular, and peaceful traditions of coexistence and cultural pluralism within this highly repressive, theocratic state. Furthermore, the state’s active patronage of religious fundamentalism, chauvinism, and radical extremism poses a grave threat that will inevitably inflict immense harm and catastrophic consequences on both regional and global stability in the near future.
We therefore respectfully urge the United Nations, relevant UN Special Rapporteurs, international human rights organisations, democratic governments, and international legal bodies to:
Investigate and assess the overall human rights situation in Sindh through independent, impartial, and immediate fact-finding missions backed by concrete data and evidence.
Demand transparent information and accountability regarding all allegations of enforced disappearances, arbitrary detentions, and political imprisonments.
Enforce and safeguard respect for the fundamental rights to freedom of expression, peaceful political participation, protests, demonstrations, due process, and the unhindered achievement of fair justice.
Exert Global Pressure on Punjab and the federal structure to stop the plundering of Sindh's natural resources, take immediate notice of the military occupation of land, and enforce the historical 1945 Water Agreement to restore Sindh’s rightful 75% share of the Indus River waters.
Protect and recognise the Sindhi culture, Sindhi language, and national identity, and seriously consider the national movement's legitimate demand for a UN-supervised referendum regarding the national independence and freedom of Sindhudesh.
Foster political dialogue consistent with universal human rights principles, and extend necessary political support for the national freedom of oppressed nations.
We firmly believe that sustainable peace, justice, stability, and respect for human dignity can only be achieved through strict accountability, equal rights, democratic participation, and full adherence to universally recognised principles of international human rights law.
We respectfully request that the international community not overlook the profound existential concerns expressed by the Sindhi nation regarding their political, economic, cultural, and human rights, and remain actively engaged in promoting justice, transparency, and peaceful solutions consistent with the purposes and principles of the United Nations Charter and international law.

جسمم واضح ڪري ٿي ته سنڌ جي هر ماءُ جو درد اسان جو درد آهي، هر ڀيڻ جي اکين جا ڳوڙها اسان جي ضمير تي قرض آهن، هر گم ٿيل سياسي ڪارڪن، هر معصوم ٻار ۽ هر بيگناهه نياڻي جي آزاديءَ لاءِ جدوجهد اسان جي قومي ذميواري آهي. اسان سنڌ جي عوام کي هن درد ۾ اڪيلو نه ڇڏينداسين. سندن احساسن، اميدن، تڪليفن ۽ جدوجهد سان هر محاذ تي گڏ بيهنداسين.
اسان سموري سنڌ جي باشعور عوام، نوجوانن، شاگردن، استادن، وڪيلن، اديبن، دانشورن، مزدورن، هارين ۽ قومي ڪارڪنن کي اپيل ٿا ڪريون ته هو ٻٻرلو ۾ جاري بک هڙتال ۽ ڌرڻي ۾ وڏي انگ ۾ پهچي سنڌ جي مائرن، ڀينرن، معصوم ٻارن ۽ سياسي ڪارڪنن سان عملي يڪجهتي جو اظهار ڪن. اڄ خاموش رهڻ سڀاڻي وڌيڪ درد، وڌيڪ جبر ۽ وڌيڪ غلاميءَ کي دعوت ڏيڻ برابر هوندو.

Letter on Behalf of the Sindhi Nation to the Crown Prince of the Kingdom of Saudi Arabia, the Leadership of the People's Republic of China, International Organizations, and the International Community.
We are addressing this letter on behalf of the Sindhi nation to His Royal Highness the Crown Prince of the Kingdom of Saudi Arabia, the leadership of the People's Republic of China, the United Nations, international organisations, and the broader international community.
Through this communication, we wish to bring to your attention the concerns of the Sindhi national movement regarding the political, economic, and humanitarian situation of the Sindhi people.
The Sindhi nation, which traces its heritage to the creators of one of the world's oldest civilisations, the Indus Civilisation, believes that it is currently living under conditions of political subordination, economic exploitation, and national deprivation within the state of Pakistan. It is our position that, through the use of religion as a political instrument and under what we regard as the dominance of Punjabi colonialism and the hegemony of the military establishment, the Sindhi people have been deprived of their political authority, economic rights, and national interests in their historical homeland.
The historical and legal rights of the Sindhi nation over the waters of the Indus River are absolute and recognised under both local precedents and international river basin principles. Before the partition of undivided India, the British administration established the Rau Commission, which culminated in the Sindh-Punjab Agreement of 1945, explicitly recognising and allocating a 75% rightful share of the Indus River waters to Sindh. Presently, however, the state of Punjab utilises its geographical position as an upper riparian actor to systematically violate these historical treaties and international conventions. Through the unauthorised construction of upstream canals, link canals, and massive dams, the natural flow of the Indus has been forcefully diverted. This deliberate ecological deprivation has triggered catastrophic desertification, transforming the once-fertile plains of Sindh into barren wastelands and bringing its agricultural economy to the brink of collapse.
We further maintain that Sindh's natural resources, including oil, natural gas, coal, minerals, ports, and other strategic assets, are administered through federal institutions in a manner that, in our view, does not adequately reflect the interests or priorities of the Sindhi people. Despite the province's considerable natural wealth, we believe that a large segment of the population continues to face poverty, inadequate public services, limited employment opportunities, insufficient healthcare, and restricted access to clean drinking water.
It is also our position that extensive areas of agricultural land, coastal regions, riverbanks, mountainous zones, and urban land have been allocated or developed under various state institutions and military-affiliated authorities without meaningful consultation with the local population. We believe that these developments have raised serious concerns regarding land rights, local governance, economic participation, and the long-term interests of the indigenous Sindhi population.
We further express concern regarding restrictions on political activity, freedom of expression, and civic participation within Sindh. In our view, these conditions have adversely affected the ability of Sindhi society to participate freely in democratic and political processes. We also believe that these circumstances have contributed to broader social, educational, and economic challenges facing the province.
In recent years, Pakistan has entered into a number of investment and infrastructure agreements with the Kingdom of Saudi Arabia and the People's Republic of China. According to publicly available information, these initiatives include cooperation in infrastructure, ports, motorways, real estate, mining, energy, industrial development, and strategic investment projects, including those undertaken through the Special Investment Facilitation Council (SIFC) and projects associated with the China–Pakistan Economic Corridor (CPEC).
Many of these announced projects relate to areas within Sindh, including Karachi Port, the Sindh coastline, the Karachi–Hyderabad and Sukkur–Hyderabad motorway corridors, mineral resources, industrial zones, and other strategic infrastructure.
We wish to respectfully convey to the Governments of Saudi Arabia and China, as well as to the international community, that it is the position of the Sindhi national movement that these projects have not been undertaken with the free, prior, and informed consent of the Sindhi Nation. In our view, representatives of local communities, including fishermen, farmers, civil society organisations, and representative political and social groups within Sindh, have not been meaningfully consulted regarding projects that may significantly affect their land, livelihoods, natural resources, and future development.
We are particularly concerned about the recent investment agreements and strategic cooperation frameworks concluded between Pakistan and the Kingdom of Saudi Arabia, as well as those being advanced between Pakistan and the People's Republic of China.
According to publicly available information, Pakistan and Saudi Arabia have expanded cooperation through the Special Investment Facilitation Council (SIFC) and the Saudi–Pakistan Joint Business Council in sectors including infrastructure, ports, motorways, real estate, mining, agriculture, energy, and information technology. Public announcements have also referred to projects such as the Sukkur–Hyderabad (M-6) Motorway, the Karachi Port Motorway (M-10), the Karachi–Hyderabad Motorway, port development initiatives, mineral projects, and other strategic investments.
Similarly, Pakistan and China continue to deepen cooperation under the China–Pakistan Economic Corridor (CPEC), including its second phase. Public reports indicate that these initiatives involve Special Economic Zones, industrial clusters, logistics and supply chains, mining, transport infrastructure, offshore oil and gas, marine resources, and digital and industrial integration. Projects associated with the Dhabeji Special Economic Zone and the Karachi Industrial Park have also been publicly discussed.
Many of these initiatives involve strategic locations within Sindh, including its coastline, ports, industrial zones, transportation corridors, mineral resources, and areas of significant environmental and economic importance.
The Sindhi national movement wishes to state that, in its view, these projects have proceeded without the free, prior, and informed consent of the Sindhi people. It is our position that the indigenous population of Sindh, including local communities, farmers, fishermen, workers, civil society organisations, and representative political and social stakeholders, has not been adequately consulted before decisions affecting their land, natural resources, environment, and future economic development have been taken.
In our assessment, investment and infrastructure projects of such scale should be implemented only after meaningful public consultation, transparent legal procedures, comprehensive environmental and social impact assessments, and full respect for the rights and legitimate interests of local communities.
We are concerned that the accelerated investment framework promoted through the Special Investment Facilitation Council (SIFC) may not sufficiently address questions relating to provincial rights, public participation, environmental safeguards, transparency, and democratic accountability. These concerns, in our view, deserve careful consideration by all international investors and development partners.
We further believe that large-scale infrastructure, industrial, and real estate developments within Sindh should not be viewed solely as economic projects. Their long-term implications for land ownership, demographic patterns, employment opportunities, environmental sustainability, and local governance require careful examination.
The Sindhi national movement, therefore, expresses its objections to those Saudi–Pakistan, China–Pakistan, SIFC, and CPEC-related projects that, in our view, directly affect Sindh's coastline, ports, land, mineral resources, transport infrastructure, industrial zones, and energy projects without the meaningful participation and consent of the Sindhi people.
We believe that development cannot be regarded as sustainable if it is undertaken without the participation of the communities whose lives, livelihoods, and historical homeland are directly affected. Genuine economic progress should be based on transparency, public consultation, environmental responsibility, respect for local rights, and equitable participation in the benefits arising from development.
We respectfully call upon the Governments of the Kingdom of Saudi Arabia, the People's Republic of China, international financial institutions, international development agencies, multinational investors, and the wider international community to carefully evaluate all projects relating to Sindh in accordance with internationally recognised principles of transparency, environmental protection, human rights, responsible investment, and meaningful consultation with local communities.
We further encourage all international partners to ensure that future investment decisions involving Sindh are undertaken only after transparent legal processes, comprehensive environmental and social assessments, and genuine engagement with the people who may be affected by such projects.
The Sindh national movement believes that lasting peace, regional stability, and sustainable economic development can only be achieved when the rights, dignity, aspirations, and legitimate interests of local populations are respected alongside economic cooperation and international investment.
Finally, we wish to emphasise that the Sindhi people support peaceful international relations, constructive economic cooperation, and mutually beneficial development with all nations. However, we respectfully maintain that any project concerning the land, resources, coastline, ports, or economic future of Sindh should be pursued in a manner that, in our view, fully respects the rights, interests, participation, and informed consent of the Sindhi people.
In light of these concerns, we respectfully wish to inform the Governments of the Kingdom of Saudi Arabia and the People's Republic of China, as well as the United Nations, international organizations, development institutions, international investors, and the broader international community, that the Sindhi national movement regards these developments as matters of profound political, economic, environmental, and humanitarian significance for the people of Sindh.
It is our position that any investment, infrastructure, industrial, or strategic project affecting Sindh should be evaluated not only based on its financial or geopolitical value, but also in terms of its impact on the rights, livelihoods, identity, environment, and long-term future of the indigenous population.
We believe that development should never come at the expense of the political, economic, social, cultural, or environmental rights of local communities. Lasting prosperity can only be achieved when development is based upon justice, transparency, public participation, accountability, and respect for the dignity of all peoples.
Accordingly, we respectfully urge the international community to exercise due diligence before participating in projects relating to Sindh and to ensure that such initiatives are implemented in accordance with internationally recognised standards of responsible investment, environmental sustainability, human rights, and meaningful consultation with the affected population.
We further submit that investment projects involving strategic assets, including ports, coastal regions, transport corridors, industrial zones, agricultural land, mineral resources, and energy infrastructure, should be undertaken only through transparent legal procedures and with the meaningful participation of those communities whose lives and future will be directly affected.
It is our view that the future stability and prosperity of the region depend upon development policies that are inclusive, equitable, environmentally responsible, and respectful of the legitimate aspirations of local populations.
The Sindhi national movement, therefore, respectfully calls upon the international community to give careful consideration to the concerns expressed in this communication and to encourage dialogue, transparency, accountability, and adherence to internationally accepted principles in all future projects relating to Sindh.
We sincerely hope that the Governments of the Kingdom of Saudi Arabia and the People's Republic of China, together with international organisations and responsible global partners, will carefully examine these concerns and will ensure that their engagement with Sindh reflects internationally recognised principles of justice, responsible investment, environmental protection, respect for local communities, and sustainable development.
The Sindhi people aspire to live in peace, dignity, security, and prosperity while preserving their historical homeland, natural resources, cultural identity, and legitimate economic interests. We believe that genuine international cooperation should strengthen these objectives rather than undermine them.
We respectfully submit this communication in the hope that it will receive careful consideration and contribute to constructive engagement based upon justice, transparency, mutual respect, and the peaceful advancement of all peoples.
