Punjab’s decision to issue caste certificates to migrants is a direct assault on the rights of Punjab’s Dalits.

The rights and government benefits that the people of Punjab fought for over decades are now being extended to those who have migrated from outside the state, making them beneficiaries of the same entitlements.

Earlier, migrant workers were often accused of affecting employment opportunities for local workers by accepting lower wages. Now, by granting them caste certificates, they are also being made eligible to compete for government jobs and welfare schemes that many believe were intended for Punjab’s disadvantaged communities.

This is not merely an issue concerning the rights of Punjab’s Dalits. It could become part of a broader policy that, according to its critics, risks reducing the influence of Punjab’s indigenous population within their own state.

The Bhagwant Mann government should clearly explain whose interests this decision serves and why it has been taken at what critics describe as the expense of the rights of Punjab’s people.

There should be no compromise, under any circumstances, with the rights of Punjab or the rights of Punjab’s Dalits.
