AKTA TAHANAN RUMAH DICADANGKAN UNTUK TAHANAN REMAN - REFORMASI PENGURUSAN TAHANAN

Semalam saya ditanya oleh rakan-rakan media tentang Akta Tahanan Rumah - saya jelaskan dengan terang bahawa cadangan Akta ini adalah untuk tahanan reman yang majoriti memenuhi penjara.

Cadangan mewujudkan Akta Tahanan Rumah bukan perkara baharu. Sejak 2024, saya telah membawa cadangan ini sebagai antara ikhtiar KDN untuk menangani isu kesesakan penjara, khususnya melibatkan tahanan reman yang masih menunggu proses perbicaraan.

Hari ini, 41 penjara di seluruh negara menempatkan kira-kira 93,000 penghuni, sedangkan kapasiti keseluruhannya sekitar 75,000 orang. Ini menunjukkan mengapa kita memerlukan pendekatan baharu yang praktikal, selamat dan terkawal untuk mengurangkan tekanan terhadap institusi penjara.

Konsep yang kita bincangkan sejak awal adalah jelas — bagi tahanan reman yang memenuhi syarat, mahkamah boleh mempertimbangkan penempatan mereka di rumah dengan pemantauan menggunakan peranti elektronik sehingga tarikh perbicaraan. Kes-kes jenayah berat pula memang telah dikenal pasti untuk dikecualikan daripada mekanisme ini.

Kabinet juga telah memberikan persetujuan secara dasar kepada KDN untuk memulakan proses penggubalan undang-undang ini. Matlamat asalnya kekal: mengurangkan kesesakan penjara dan memastikan sistem koreksional negara dapat diurus dengan lebih berkesan.

Itulah konteks dan maksud asal Akta Tahanan Rumah yang telah kita bincangkan sejak awal.
