Telecom Prabhari, Bharatiya Mazdoor Sangh Serves pre-Notice to Hon'ble Minister of Communications for “Nationwide Aandolan by BMS” seeking immediate resolution of BSNL employees’ long-pending issues of implementation of 3rd PRC, Residual issues of 2nd PRC including the standard pay scales of E2 for JTO/JAO/Equivalent grades and E3 for SDE/AO/Equivalent grades, Extension of initial basic pay scale of Rs 35400/- to BSNL Recruited JEs and full 30% contribution towards Superannuation Benefits (SAB) for BSNL Recruits.
On behalf of executives and non-executives of BSNL, BMS submits that the issues now require a decisive intervention by the Government of India. BMS requests the Ministry to immediately initiate concrete and time-bound action plan to resolve the issues within the stipulated period. Through this pre-notice, BMS has sought urgent intervention of the HMoC for the timely fulfilment of the below mentioned demands in a two months’ time frame:
1.Implementation of 3rd PRC in BSNL: A time-bound decision on granting BSNL the necessary waiver from the affordability clause to facilitate implementation of the 3rd PRC. This would also pave the way for resolving the long-pending issue of pension revision for BSNL/MTNL employees. Extension of initial basic pay scale of Rs 35400/- to BSNL Recruited JEs.
2.Settlement of residual issues of 2nd PRC: Early settlement of the pending issues concerning standard pay scales of E2 for JTO/JAO-equivalent grades and E3 for SDE/AO-equivalent grades and full 30% contribution towards Superannuation Benefits for BSNL recruits.
BMS has contended that legitimate employee benefits should not be denied on grounds of affordability or profitability, particularly when the organization is entrusted with vital national responsibilities that take precedence over purely commercial considerations.
BSNL employees have served in the remotest corners of the country, contributed to the deployment of the swadeshi 4G stack, placing Bharat among the select league of five nations with indigenous 4G technology, bridging the digital divide between Rural and Urban Bharat, and ensured uninterrupted telecom connectivity during natural calamities and challenging geopolitical situations. Yet, these Telecom Warriors of the Nation continue to be denied their legitimate benefits on the grounds of affordability. It is high time their invaluable contribution to nation-building is duly recognized and their legitimate demands are addressed with fairness and urgency.
BMS has requested Government to act decisively within the stipulated two-month period. Should these issues remain unresolved even after that, BMS shall be constrained to launch a nationwide Aandolan under its banner in support of the legitimate demands of BSNL employees.
