For a hardcore Thalapathy fan like me, this moment feels bigger than just the release of a film. அரசின் தாய் மாமன் தங்க மோதிரம் திட்டத்தின் கீழ் 1 கிராம் தங்க மோதிரம் கொள்முதல் தொடர்பாக 30.09.2026 அன்று வெளியான செய்தித்தான் விமர்சனத்திற்கு பதில் அறிக்கை கீழ்கண்டவாறு அளிக்கப்படுகிறது.

தமிழக அரசனின் ஆணை எண் 166 நாள்: 23.06.2026 ல் சுகாதரத்துறை அறிவிப்பின் படி ஜீன் 22 2026 முதல் அரசு மருத்துவனைகளில் பிறக்கும் குழந்தைகளுக்கு 1 கிராம் எடையுள்ள (22 காரட்) 916 BIS hallmarking முத்திரை உள்ள தங்கமோதிரங்கள் வழங்கும் திட்டத்தில் ஒரு வருடத்திற்கான அனைத்து அரசு மருத்துவமனைகளில் பிறக்கக்கூடிய 4.41 இலட்சம் குழந்தைகளுக்கு வழங்க ரூ 755.83 கோடி மதிப்பீட்டில் வழங்க உத்திரவிடப்பட்டது.

இதன் அடிப்படையில், இதற்கான கொள்முதல் தமிழ்நாடு மருத்துவ பணிகள் கழகம் திறந்தவெளி டெண்டர் முறையில் கோரப்பட்டது. இதில் 1 கிராம் தங்க மோதிரத்திற்கான செய்கூலி, காப்பீடு, பேக்கிங், போக்குவரத்து மற்றும் இதர செலவினங்கள் உட்பட (1 கிராம் தங்கம் விலை தவிர்த்து) விலையினை தெரிவிக்க கோரப்பட்டது.

இந்த ஒப்பந்தப்புள்ளியில் 11 நகை விற்பனையாளர்கள் கலந்து கொண்டனர். மோதிரத்திற்கான விலை இரண்டு பகுதிகளாக பிரிக்கப்படுகிறது.

ஒன்று, 1 கிராம் தங்கத்திற்கான விலை, மற்றொன்று மோதிரத்திற்கான “செய்கூலி, காப்பீடு, பேக்கிங், போக்குவரத்து மற்றும் இதர செலவினங்கள்”. தங்கத்தின் விலையை பொறுத்த வரையில் கொள்முதல் ஆணை வெளியிடப்படும் அன்று நிலவும் “IBJA AM” rate எடுத்துக் கொள்ளப்படும். ஒப்பந்தபுள்ளி கோரப்பட்டது இரண்டாவது பகுதிக்கு மட்டுமே.

இதில் ஜோய் ஆலுக்காஸ் நிறுவனம் மோதிரத்திற்கான செய்கூலி, காப்பீடு, பேக்கிங், போக்குவரத்து மற்றும் இதர செலவினங்களுக்கு தங்களது விலையாக ரூ.0.01 யை பதிவு செய்து L1 ஆக தேர்வானது. ஜோய் ஆலுக்காஸ் நிறுவனத்திற்கும் கொள்முதல் ஆணை பிறப்பிக்கப்படும் நாளன்று நிலவும் 1 கிராம் தங்கத்தின் விலையை கொடுத்தாக வேண்டும் என்பது குறிப்பிடத்தக்கது.

இதை தொடர்ந்து “செய்கூலி, காப்பீடு, பேக்கிங், போக்குவரத்து மற்றும் இதர செலவினங்களுக்கு”, L1 விலைக்கு ஒப்புதல் தெரிவிக்க L2 முதல் L11 வரை உள்ள நிறுவனங்களிடம் இசைவு கேட்கப்பட்டத்தில், L9 நிறுவனமான கல்யாண் நிறுவனம் மட்டுமே எழுத்து மூலமாக ஒப்புதல் தெரிவித்தது. ஆனால் L2 -L8 மற்றும் L10 மற்றும் L11 நிறுவனங்கள் தாங்கள் L1 விலைக்கு ஒப்புதல் அளிக்கவில்லை என்பதை எழுத்து பூர்வமாக தெரிவித்தனர்.

மேலும் 4,41,677 தங்க மோதிரத்திற்கான கொள்முதல் நான்கு தவணைகளாக மேற்கொள்ளப்படும் என்று டெண்டரில் தெளிவாக தெரிவிக்கப்பட்டுள்ளது.

தமிழ்நாடு திறந்தவெளி டெண்டர் விதிமுறைகள் 31(4) சரத்தின் படி (70:30) என்ற அடிப்படையில் முதல் தவணை கொள்முதல் ஆணையில் 1,28,499 தங்க மோதிரங்களுக்கு ஜோய் ஆலுக்காஸ் க்கு 89,949 (70%) மற்றும் கல்யாண் நிறுவனத்திற்கு 38,509 (30%) கொள்முதல் ஆணை வழங்கப்பட்டது.

மேலும் இரண்டாவது தவணை கொள்முதல் ஆணையிலும் 1,17,438 தங்க மோதிரங்களுக்கு ஜோய் ஆலுக்காஸ் க்கு 82,213 (70%) மற்றும் கல்யாண் நிறுவனத்திற்கு 35,225 (30%) கொள்முதல் ஆணை வழங்கப்பட்டது. இதேபோன்று மீதமுள்ள 1,95,818 தங்க மோதிரங்களுக்கு முன்று மற்றும் நான்காவது தவணையில் கொள்முதல் ஆணை வழங்கப்படும்.

நிதி ஒதுக்கீடு செய்யப்பட்ட அரசாணையில் ரூ.755.83 கோடி என்பது நிர்வாக ஒப்புதல் மட்டுமே. நிர்வாக அனுமதி பெறப்பட்ட பின் அதற்கான நிதி ஒதுக்கீடு ஆணை பெறப்படுவது வழக்கம், தற்போது இத்திட்டத்திற்காக ரூ.560 கோடி தொகை ஒதுக்கீடு செய்யப்பட்டுள்ளது.

எனவே ரூ.0.01 என்பது தங்க மோதிரத்தின் மொத்த விலை அல்ல. அது செய்கூலி, காப்பீடு, பேக்கிங், போக்குவரத்து மற்றும் இதர செலவினங்களுக்கான விலை மட்டுமே. அடுத்தது ஏற்கனவே குறிப்பிட்டது போல தங்கத்தின் விலையாக கொள்முதல் ஆணை வெளியிடப்படும் அன்று நிலவும் “IBJA AM” rate எடுத்துக் கொள்ளப்படும். தங்கத்தின் இன்றைய விலையை கணக்கில் எடுத்துக் கொண்டு ரூ.136 கோடி ஊழல் என்று கூறுவது தவறானது எனத் தெரிவித்து கொள்ளப்படுகிறது.

DVAC arrests 15 govt officials for bribery charges.

The Directorate of Vigilance and Anti-Corruption (DVAC) laid 19 traps in Tamil Nadu between Sept 1 and 30 and arrested 15 govt officials who allegedly demanded and accepted bribes ranging from Rs 1,500 to Rs 7 lakh for performing official duties.

The arrested officials include junior assistants, commercial inspectors, district environment engineers, village administrative officers, field surveyors, assistant engineers, panchayat secretaries, municipal engineers and special tahsildars.
