The Office of the Auditor General of Somalia (OAGS) and the Turkish Court of Accounts (TCA) concluded the third phase of the implementation of the Cooperation Agreement between the two Supreme Audit Institutions in Ankara, Türkiye, with a focus on Information Systems (IS) Audit.
Held from 17 to 21 August 2026, with the support of the Turkish Cooperation and Coordination Agency (TİKA), the programme covered information systems risk assessment, audit methodologies and procedures, information security, data analytics, the use of Artificial Intelligence (AI) in auditing, and the exchange of professional experience between the two institutions.
TCA experts shared practical knowledge, methodologies, and experience in IS Audit with the OAGS delegation. The sessions and technical discussions drew on practical examples from TCA’s audit work.
The programme also included a study visit to HAVELSAN’s headquarters in Ankara, where the delegation was introduced to the organisation’s work and advanced technologies.
This phase of cooperation contributes to knowledge and experience sharing, strengthens professional capacity in IS Audit, and further enhances institutional cooperation between OAGS and TCA.
OAGS extends its appreciation to TCA and TİKA for their support, hospitality, and contribution to the successful implementation of the programme.

2011’de Cumhurbaşkanı Recep Tayyip Erdoğan’ın tarihi Mogadişu ziyaretiyle yeni bir ivme kazanan ilişkilerin; insani diplomasiden kapasite inşasına, savunma ve güvenlikten enerji ve mavi ekonomiye, eğitim ve insan kaynağından bölgesel diplomasiye uzanan stratejik ortaklığa dönüşümünü değerlendirdik.
2026’nın hem modern diplomatik ilişkilerimizin 60. yılına hem de Cumhurbaşkanımızın (@RTErdogan) 2011 Mogadişu ziyaretinin 15. yılına karşılık gelmesi, bu ortaklığın ulaştığı aşamayı ve gelecek perspektifini tartışmak açısından ayrıca anlamlıydı.

@oagsomalia & @TurkishSAI concluded a five-day Compliance Audit training in Ankara for 21 staff from OAGS, with participation from FMS audit staff. The program strengthened audit skills, professional exchange, & cooperation between the two SAIs, & closed with certificate awards.
Auditor General @AIGutale met H.E. Amb. Alper Aktaş to advance the July 2025 MoU with the Turkish Court of Accounts. The partnership strengthens audit capacity and supports accountability, with continued support from TİKA and the Embassy of Türkiye.

The agreement paves the way for joint auditing efforts, capacity building, knowledge sharing in financial oversight, compliance with legal standards, and the development of digital audit infrastructure. It also promotes higher education in audit and public finance.

The #Horn of Africa is entering a new period of rupture. The risk of rising tensions between #Ethiopia and #Eritrea escalating into a new war is becoming apparent. Ethiopia’s internal turmoil, the power struggle in #Tigray, and Eritrea’s instinct to protect its independence are creating a multi-dimensional crisis in the region.
To elaborate, after the 2020-2022 Tigray War, #Abiy Ahmed’s administration has reportedly struggled to maintain stability, with discussions emerging about his inability to maintain central control beyond Addis Ababa. In recent times, a significant failure against #FANO in #Amhara, increasing opposition in #Oromia, and complaints from many Oromo elites against Abiy Ahmed indicate various problems. Additionally, Abiy Ahmed’s desire to gain access to the #RedSea and his 2023 rhetoric about reclaiming Eritrean ports have significantly escalated tensions in the region.
Moreover, the #Somali region, which was perhaps the only peaceful area in recent times, claims that the October 2018 agreement between #ONLF and the Ethiopian federal government has not been implemented. Looking at the recent statements, ONLF’s position is clear with the assertion that “all options are open” to defend their rights. This means an implicit threat of war.
Looking at the broader picture, it is clear that Abiy Ahmed is facing serious challenges in domestic politics. At the same time, another visible issue is that Abiy Ahmed is preventing the consolidation of power by creating dual structures both in Tigray and in Ethiopia’s Somali region.
Because of these and past developments, Eritrea remains a state that historically resists Ethiopia’s policies and is in constant military readiness. In fact, Eritrean President Isaias #Afwerki sees Abiy Ahmed’s policies as a threat to Eritrea’s sovereignty and territorial integrity and keeps his army prepared for war.
Looking at the roots of today’s problem, it is important to recall that Tigray is governed by a transitional administration (TPLF-G) formed under the #Pretoria Agreement. It should also be noted that TPLF-G does not have an armed force. However, this #TPLF-G has not been widely accepted across the region. There are also different factions. In this context, the TPLF-D faction, led by Debretsion #Gebremichael, stands out. It is important to note that TPLF-D’s armed forces are quite strong, with claims suggesting it has around 200,000 armed fighters.
At the same time, since 2020, Eritrean soldiers are also rumored to be present in Tigray. On the other hand, TPLF-D views the current administration, TPLF-G, as an extension of Addis Ababa. It also seeks to prevent TPLF-G from emerging as a proxy military force against Eritrea.
As is known, TPLF-D is against Tigray becoming a new battleground. However, this also creates a dilemma. While TPLF-D wants to prevent a war between Abiy Ahmed’s TPLF-G and Eritrea in Tigray, it also increases the risk of a new civil war within Tigray.
If we look at the possible developments, first, it is noteworthy that Abiy Ahmed aims to counter the perception that his central authority is weakening. However, the second and more important factor is the risk of war over Eritrean ports.
But the state of Ethiopia’s military capacity and the extent to which Eritrea is willing to act are factors that could change the situation.
If Eritrea believes that Addis Ababa cannot sustain a war, it may respond harshly. This scenario would lead to great uncertainty in the Horn of Africa, creating a new proxy war theater. It is also important to note that Afwerki has ties with #SaudiArabia, while Abiy Ahmed has support from the #UAE. This means that any potential conflict would have global implications.
Another scenario is that tensions between TPLF-G and TPLF-D could escalate, leading to a new civil war. In this case, Eritrea would seek to support TPLF-D to prevent Abiy Ahmed’s military expansion into the region. A second war for the Ethiopian army in Tigray would +

I have been watching with astonishment the disinformation, fear-mongering, and panic being spread about #Mogadishu on social media in the past few days. This period has actually served as a good litmus test—revealing who spreads misinformation for clicks and engagement and who truly understands the realities on the ground. I wonder how many of those who frequently talk about #Somalia are actually aware of what is happening on its streets and what people inside the country are discussing and experiencing.
There are various incidents that tend to occur in Somalia during #Ramadan. One of them, which I will not go into too much detail about, is the tendency of suicide bombers to carry out attacks during this holy month, often justifying their actions based on certain societal and ideological reasons.
To sum briefly: those familiar with Islamic history know that the 17th day of Ramadan marks the Battle of #Badr. #AlShabaab, distorting this historically significant event with a misguided ideology, has frequently used this date for attacks. Between 2012 and 2019, every 17th day of Ramadan, an attack occurred in Mogadishu—whether on a hotel or a military base. The warnings issued today and the precautions taken are related to this pattern. This is not due to any extraordinary intelligence information; rather, it is a recurring security measure that is taken every Ramadan—and should be taken. To be more precise, extra caution should be exercised on Sunday, March 16, 2025, regarding potential Al-Shabaab attacks. The same warnings were given last year, and we should recall that.
Most of the news circulating on social media today portrays an exaggerated and misleading reality. Yes, Al-Shabaab has carried out attacks in recent months, but the perception being created that the Somali army is doing nothing in response or is continuously losing control of its territories is a deliberate manipulation. The approximate number and location of Al-Shabaab elements in Somalia are known. I am not saying that attacks will never happen—of course, anything is possible if conditions change. Factors such as #Trump’s return, the potential cessation of #USAID assistance, or the uncertain future of #AFRICOM could trigger different dynamics. However, unnecessarily amplifying certain threats and fostering fear is meaningless. The danger in this region is ever-present, and Al-Shabaab may launch a major attack—I do not deny this possibility.
Additionally, it is true that Al-Shabaab’s morale has been high lately. The primary reason for this is the #Taliban’s success in #Afghanistan and, more recently, #HTS consolidating power in #Syria. However, it must not be forgotten that the circumstances and realities in Afghanistan at that time and in Somalia today are not the same. For now, in my opinion, the idea of Al-Shabaab achieving a similar victory remains nothing more than a fantasy.
The current period of uncertainty in the global system presents a valuable opportunity for terrorist organizations seeking to expand their influence or consolidate their existing power.
Moreover, with the upcoming elections in Somalia, opposition groups and other actors who could benefit from instability in Mogadishu are taking advantage of the situation. It is not my place to comment on Somali internal politics. However, having formed strong bonds with people from all regions and backgrounds in Somalia over the years, I believe that internal political disputes should be set aside for the country’s betterment.
In short, we must be wary of misleading narratives that portray fantasies and exaggerations as reality. Taking everything we see on social media at face value is a major mistake—we must always consider the realities on the ground.
Finally, it is important to remember that Mogadishu is making serious efforts in the fight against terrorism. We have all witnessed this. Undermining these efforts or engaging in discourse that negates them is no different from supporting+

My article titled "The Competition of Dominant Powers in the International System: US-China Rivalry in the Horn of Africa (2012-2022)" has been published in the War and International System special issue of Güvenlik Stratejileri Dergisi, edited by Öner Akgül (@onerakgul).
Building upon my doctoral dissertation, this study explores the positions of the US and China in the Horn of Africa through the lens of Power Transition Theory, focusing on the concept of dissatisfaction and the Multiple Hierarchy Model. Employing the Theory-Testing Process Tracing method, I analyze recent developments to examine how these powers navigate competition, coopetition, and cooperation in the region.
