Use Bitcoin’s OP_RETURN opcode. This allows you to attach up to 80 bytes of non-spendable data to a transaction. For a conspiracy disclosure, you could include a brief message, a cryptographic hash of the full document (proving its existence and integrity without revealing the whole thing), or a link/pointer to off-chain storage.
