Vermont apparently has a "you have to put your chairlift bar down" law, (but no helmet rules for skiers and snowboarders.) Any evidence that this rule prevents injury or death?

Rollover at Dead Man's Curve in Big Cottonwood today. The car went over the embankment and fell 30 feet. Several drivers who certainly saw what happened just kept driving. Thankfully, the driver walked away, but folks, please, drive safe in our canyons. And help one another.
