My only dangerous encounter with a coach last year ended with the driver saying to me "but I didn't hit you". As if that's the measure of safely driving a 50+ seater coach- whether you knock someone off their bike. Part of the reason I've not cycled as much this year

I had one the other week, pull out on me, I overtook, he became irate, beeping, leaning out the window swearing, offered me a fight in a carpark. There's no reasoning with these idiots.

Different rates for different age groups is a possibility to help young and old alike; maybe also help to incentivise u to work in your most productive years. Don't dismiss it entirely. Definitely worth a go imo
