The proposed explanation is that cultures differ in how they confer social status. Independence in the West and visible generosity towards those with lower status in the East.
Testosterone doesn't drive universal rebellion or blind conformity. It motivates the brain to focus on behaviors that grant them social capital and status that the local culture values.
