Context matters. Japan was not small oh, before it allied with the US.

Japan was not some weak country created by America after WWII. By the early 1900s, it had already industrialized rapidly, defeated China in 1895 and Russia in 1905, built a powerful navy, and emerged as one of Asia’s major powers. By the 1930s, it was a major industrial and military state.
