FELLOW KENYANS, THE CONSTITUTION IS UNDER SIEGE! 🇰🇪

Our Constitution was designed with one clear principle. No single political office should have unchecked control over public money. That is why it separates political leadership from the management of the country’s finances.

Article 225(1) establishes the National Treasury as the constitutional custodian of public finances. Its role is too important to be left to politics alone.

Yet Section 11 of the Public Finance Management Act places the National Treasury under the National Executive and under the authority of a political Cabinet Secretary.

This is not a small legal issue. It goes to the heart of constitutional governance.

Parliament has the power to make laws that implement the Constitution. It does not have the power to change the Constitution through an ordinary Act of Parliament.

When the independence of public financial management is weakened, the checks that protect taxpayers’ money are weakened too.

The Constitution must remain above politics. Every law passed by Parliament must respect it.

If we fail to defend Chapter Twelve today, we risk eroding one of the most important safeguards for accountability and responsible use of public resources.

The Constitution belongs to all of us. Defending it is a duty we all share.

About this hospital, last week I actually sent two people to Lokichar. They went to Akide building but couldn’t find it.

One guy emailed me saying the hospital exists, just not at Akide. I asked him for coordinates.… he never sent.

My team ended up sleeping in Lokichar for 2 days waiting for directions, nothing came. Even the locals didn’t know it.

And remember, Lokichar is far.

This morning, let me bring your attention to something serious. As I’ve always said: Tunaibiwa.

Yesterday I uncovered a lot, but today it gets even darker.

Can William Ruto and Treasury CS Mbadi explain to Kenyans where $3,059,203.20 (≈ KSh 396 million) they took from the World Bank on 27th June 2024 went?

I am attaching evidence below.

This money was borrowed from the World Bank after Ruto’s government promised that it would:

Equip all students with new or improved access to high-speed internet,

Provide energy-efficient computers, laptops, and tablets to schools, TVETs, and universities under the project, etc. (I’ve attached snippets).

Apparently, Ruto’s government signed a $350 million loan from the World Bank for the Kenya Digital Acceleration Project. Their stated objectives included free high-speed internet for schools, among others. That’s why you’ve been hearing all this digital transformation noise.

On the 27th, about $3 million was sent to Treasury accounts.

Now here’s the interesting part:

I dug deeper and found the company that was allegedly paid by the World Bank financiers — VISCAR INDUSTRIAL CAPA LTD.

A deeper search shows that the company is owned/led by Eng. David Mulongo, the Founder, CEO, and Managing Director.

So I decided to learn more about Mulongo. In the process, I came across former CS Debora Mulongo, who seems to be related. Further digging brought up a screenshot suggesting that the CS also has ties to Wetangula. But that’s a story for another day.

So the chain looks like this:
World Bank → Treasury → Mulongo’s company → ??? (Ruto & friends?).
And by that, you know we are screwed.
My biggest question is this:
👉 Why is it that, as we speak, no schools have been connected to high-speed internet, and no students have received free internet devices?

👉 Where is the KSh 396 million that Ruto and others borrowed on behalf of Kenya for this purpose?

👉 Can you show us how many schools you have actually connected to high-speed internet?

So bad is the situation that the wb after releasing the 396m the wb review of its spending was "moderately satisfactory " Wiziiii

It really sucks that students in rural areas are struggling with CBC without internet, yet you’re taking loans in Kenya’s name for this exact purpose and doing nothing.

What’s worse is that they are waiting for another close to KSh 35 billion from the same project. If they took KSh 396 million and can’t show what they did with it, what will be the fate of the KSh 35 billion?

People are taking loans in our name as a country and eating the money. Even the Taptengelei noise ended once they got the money, then they went silent.

We are being robbed.

The murderous regime has failed to explain how extra Ksh 19B was withdrawn from the treasury under the vote of State Salaries and allowances in January during the AUC campaigns period.

When Okiya Omtatah presented a petition in court questioning how this happened,

Attorney General ran to court to block such a petition.

Look at the table below;

- on the 31st of December 2024, the salaries amounted to Ksh 1,723,787, 530.
- on the 31st January of 2025, the amount moved to Ksh 21,718,109,025.

How did that happen? Did the number of state officers being paid multiplied by 20 within a month?

Majamaa, this country is being looted terribly and in billions.

I want to bring your attention to WALALAHA NURSING HOME LIMITED.

Last week, Aden Duale suspended it (among others), claiming it had submitted fake claims.

But here’s the funny part:

The hospital received zero funds in April and May, yet in June it got KSh 2 million.

Even more shocking, I obtained a copy of its Certificate of Incorporation. It was registered on 19th January this year.

On 20th January, it was already cleared as a hospital by MoH under Duale.

By June, it had already pocketed KSh 2 million.

I even sent two people in Wajir to locate it, but they couldn’t find the hospital.

Before MoH disabled the Master Registry yesterday, we had already saved the coordinates 3.003237, 39.330015, and they kept pointing to a forest in Wajir.

I’m attaching all the evidence below.

What’s worse is that the owner has not been arrested or investigated by DCI or EACC.

This is exactly what I said yesterday:
They create fake hospitals, loot SHA millions, then Duale suspends them as “fake” and that’s the end of it. The looters walk away with free money.

Aden Duale must go.
Dr. Abdi Mohamed must be arrested.

Let me bring your attention to Salama Yard Medical Centre, one of the hospitals that Duale suspended from sha

My contacts have already found it, and guess what? It’s still open, and no one has been arrested.

According to SHA records (attached below), this hospital received:

KSh 2.8 million in April

KSh 600,000 in May

Yet in reality, it’s just a tiny two-room hospital inside a building.

The top section of the building is a movie shop.

The “hospital” itself occupies only two rooms, one of which is a small lab.

Can Duale now explain how this facility was paid over KSh 3 million, despite the government claiming to have bought a KSh 104 billion system that was supposed to prevent this?

Can he also explain why, to this day, everything at the hospital is running as usual with no arrests made?

Should hospitals that defraud the SHA be allowed to continue operating?

This was planned theft.
