Even outside of a ranked setting, merc/streaks interacting like this with FF's is problematic.

TLDR: ff'ing to grief a players streak(hard to prove) is objectionable behavior at the minimum, and perhaps this interaction should be looked at in the future for loss streak/fortune.

FFing in ranked to grief merc/streak:
Hao Wan Mang played econ/yordles throughout stage 2 which is fairly normal, playing weakest board to ensure a 5 streak so I didn't think anything was amiss. But as soon as we played each other at 3-2, they ff'd immediately.

Why is this possible/not bannable?
In a ranked setting its understood that people are going to play to win the game. As such your personal actions should be towards generating the highest placement possible. So what does ff'ing there do for that player?
