not dumb at all - and truly it depends on the artist. generally, monetized means that you have the potential to make money while using the product (aka on stream or if you have a monetized twitter account), and commercial means the person who bought the art can use it on merch/things that they sell to others!!!
it truly depends! if you really are just drawing it for you (aka you dont stream with it and you dont intend on selling it) then you should just need the "personal license" which is just being able to use it :3 but, its up to each artist to set the exact bounds! so make sure you read the TOS :3

I really dont care HOW people split up their monetization, I just thought having a graphic was really really helpful
I think in some way we agree - yes, everyone needs to adhere to the full TOS!!! and having an accessible/easy to read/easy to find version can only help the artist and the commissioner be on the same page! For example, if all I wanna do is hang it on my wall, then this is perfect for me. If its a trickier use case, anything NOT stated here, then I would say go straight to the full TOS :3
