Even day to day world events can affect immigration policies eg Qatar hosted the World Cup following the pandemic which significantly altered travel & immigration.
FIFA can use these as lessons to consider concessions to be agreed upon for future bidding and hosting processes.
Does FIFA have legal obligations to ensure all teams are treated fairly & equally by host nations?
FIFA has a legitimate interest & even a moral obligation to ensure teams are treated fairly.
But that obligation doesn't extend to teams being treated equally by host nations.
Should FIFA have anticipated the issues before awarding the tournament?
It's not always foreseeable that the administration's policies during bidding will be same at the tournament. Especially if hosting is awarded 6 to 10 years before the tournament takes place.
