The different review processes are finished before the project is approved, and then the projects is approved through an act of parliament as part of a bill. Which means its much harder to challenge once approved

@vlonjatden1912 @kos_data the process arguably exists to work against those issues, and as more more chapters are closed it should counteract antidemocratic and corruption issues. The goal is to be a free and fair democracy by the end, once all chapters are closed, regardless of how you start out
