You know, this is such a stupid question for several reasons.
The fact that you THINK there needs to be an explanation for dark-skinned Viltrumites in a fictional story is just brain-dead retard activity.
However, if you desperately need an explanation, then look towards the human race as an example. The first humans (homo sapiens) to walk the Earth were ALL very dark-skinned.
That was the default of humanity for a VERY LONG TIME.
So if you employ that logic, you could make a theory that the first Viltrumites to walk Viltrum were dark-skinned too, as you don't naturally gain or increase melanin, you can only lose it.
My point is, you gotta start with a high level of melanin as a species to end up producing other beings with a low level of melanin if the conditions are right. The reverse is harder to do.
Again, asking why the concept of black Viltumites exists is dumb, but this is the best explanation I can give you. It's fiction, though, so just enjoy the show.
This part of the episode was wild because Mark, Oliver, and his dad were nearly killed trying to protect Earth. But somehow, Eve is the victim, and Mark is apologizing for it.
It showed that she had no faith that Mark would make it home alive. She looked him dead in the eye before he left, telling him not to worry, and aborted his child during the months he was away.
Her excuse was that she would have felt alone if she had had the child and Mark didn't make it back. ALONE? REALLY?
You have people saying, "Eve has shitty parents, and the living conditions wouldn't be great." So, you all forgot Mark's mother, Debbie, exists? Don't give me that "Debbie already has too much on her plate." Are you fucking serious? This is Debbie, the woman who practically married Superman and has a son who is Invincible.
Debbie is the strongest woman in this show, and one hell of a mother. Omni Man ends up creating a child (Oliver) from another female species, and Debbie decides to raise another woman's child that isn't hers, and you are trying to tell me Debbie wouldn't be able to handle being a Grandmother? That is her blood, and she would make a way out of nowhere if shit got bad for Eve.
If Mark did die, that would be more than enough reason to keep the child. That child is his living legacy for protecting the fucking Universe. It's crazy how Mark is such a simp and taking blame for Eve aborting his fucking child.
