During a Senate hearing on the challenges facing micro, small, and medium enterprises (MSMEs), Agapito Masibag Jr. of Agapito’s Homemade Specials shared his firsthand experience navigating business permits, BIR requirements, and other regulatory hurdles.

Masibag said the process can be overwhelming for first-time entrepreneurs, especially those with little knowledge of accounting and tax compliance. He also raised concerns over the costs and multiple permits required to start and maintain a small business.

Despite the challenges, Masibag credited Quezon City’s government programs and training initiatives for helping his home-based business survive and continue growing.
