In times of war and terrorism, a proper (re)thinking of vulnerability becomes a must. Nobody wants to be vulnerable, no nation wants to be seen as vulnerable, yet everyone and every nation are. So was proved in the 9/11 events. Little was learnt from it though.

So I don't think they are esponsible for an attack they haven't carried out. I think they are responsible for the conditions and ties they have created and perpetuated for years. So having happened, what's happened, my question is: what did they expect?!

In a certain way, and paradoxically, our responsibility is heightened once we have been subjected to the violence of others. [...] Only once we have suffered that violence are we compelled, ethically, to ask how we will respond to violent injury".

Now, the popular question is: so are you making them responsible for the terrorist attack of their neighbour country? No, but they do are responsible for the creation of more egalitarian international conditions.
