Kimi-K3登場以降、OpenAI、Anthropic、アメリカ政府がオープンモデルの規制を示唆する反応を見せていましたが、ここでMicrosoftのナデラCEO、なによりNVIDIA CEO（革ジャン）が初��なるX公式アカウントを開設してまで、この規制に対抗する文書を発表しました。ほぼアメリカAI業界内での内戦状態です。
Microsoft、NVIDIA、Metaを始めとするテック企業の署名がありますが、クローズド戦略を取るOpenAIやAnthropic、そしてGoogleの署名はなし。

内容としては、
・現在インターネットを支えるソフトウェアは偉大なるオープンソースソフトウェアの先人によって作られてきた
・世界の企業、研究、セキュリティ、なによりアメリカ自身の政府や軍を支えるソフトウェアもオープンソースが基盤を作ってきたものである
・まさに今、アメリカはAIという最重要の技術に関して、オープンであるか否かを選択する場にいる。アメリカのAIにおけるリーダーシップはオープンなエコシステムによって形作られる
・AI経済を持続可能にするのはオープンなAIである。費用を安くし、アクセスを容易にし、工場、病院、教室などあらゆる場にAIを普及させることが勝利の鍵である
・オープンモデルにリスクがあることも事実である。しかし、すでにサイバーセキュリティなどの脅威がAIによって引き起こされる社会では、防御側のモデルアクセスが重要になる。クローズドなモデルはむしろリスクを高めるだけである
・このオープンモデルの問題と、不正な蒸留は厳密に切り分けて考えるべき問題である。規制は包括的なものではなく、個別に的を絞ったものにすべきである
