OHHHHH i know how this works.
this was a job i had for a bit.
so "Bio Hazard cars" usually insurance reports the biohazard to the VIN.
but depending on how the car was cleaned is if it "stays" with the vin.
now for Suicide cars. they usually just get totaled out unless they're very new or expensive and the cleaning doesnt exceed 40-70% of the value.
you gotta consider the metal work and everything, but lets say the bullet goes out the glass and no metal damage..
the seats will get cleaned, sometimes repainted (leather is vinyl with special paint/dye) or just new leather skin put on, carpets and doors and other stuff will get cleaned so deep theres nothing to show on blacklights or other testing method.
these cars sometimes get sold with no record of murder/ suicide / Bio history on the reports.
