The Inagawa-kai sent trucks loaded with food, water, diapers, batteries, and essential supplies into the hardest-hit areas within days. Members of the Yamaguchi-gumi were also said to have distributed relief materials in severely damaged regions, including areas near Fukushima.
According to reports at the time, some Yakuza members even asked journalists not to publicize their efforts. They feared that if people knew the donations came from them, the aid would be rejected.
One widely shared quote captured the spirit of the moment: “There are no Yakuza or ordinary citizens right now. We are all Japanese.”
While the Yakuza are known worldwide for organized crime, violence, and extortion, multiple accounts from both the 2011 disaster and the 1995 Kobe earthquake show that these groups have repeatedly used their extensive networks and resources to provide rapid relief during major crises.
None of this excuses or erases their criminal activities.
But it reveals a more complicated truth about human nature in times of catastrophe: when society is collapsing, even groups with dark reputations sometimes step forward to fill the void.
