Hon. Minister, among the questions we should be asking is why we continue to resort to victim-blaming when addressing sexual predators, rather than confronting the issue at its root. Clothes don’t cause rape. Rapists cause rape. This isn’t a case of fashion choices.
Minister, with respect, this framing avoids the central issue.
A government cannot leave “decency” undefined, then allow officials to enforce it according to personal, cultural or moral instinct. That replaces law with discretion and discretion backed by state power is where the danger begins.
People are free to debate morality. Governments are not free to manufacture offences through interpretation.
If conduct is prohibited, legislate it clearly, debate it publicly and subject it to constitutional scrutiny. If you cannot do that, then the State has no business improvising restrictions on citizens at the door of a concert.
Today, the #MINICT family warmly congratulated Hon. @yves_Iradukunda on his appointment as our first Minister of State, and welcomed Mr. @erasterurangwa as our new Permanent Secretary.
Hon. Iradukunda, who served as PS since 2020, brings extensive experience and a strong passion for public service to his new role. PS Rurangwa joins with a proven commitment to driving forward Rwanda’s innovation agenda.
Together, their leadership will shape a more inclusive and impactful digital future for all Rwandans.

I hope and pray that @GovStitt will follow the recommendations of the Pardon and Parole Board to grant clemency to #JuliusJones. The death penalty cannot be undone. If we truly value the sanctity of life, we should always choose mercy when there's even a shred of doubt.
