What a shitshow with all these 5-second penalties for speeding!
It seems the reason is that drivers are cutting the pit lane entry and exit, which shortens the measured distance compared to the time it takes to cover it.
But Gasly and the others are surely well under 60 kph limit, so how can they even get a penalty for speeding? I'm also not sure if cutting the line inside the pit lane is actually against the rules...
