The Nairobi–Nakuru–Mau Summit Highway PPP project is entering a critical phase, with the Government focused on keeping implementation on course and within timelines.
Today, at the National Treasury, together with my colleagues Dr. Raymond Omollo (Internal Security and National Administration) and Eng. Joseph Mbugua (Roads), I chaired the 7th Interagency Project Steering Committee meeting.
We reviewed progress on implementation and agreed on the key actions required by Government and the project sponsors to keep the project on course.
Construction is progressing across several sections, with earthworks, drainage and bridge works underway, alongside preparations for pavement construction.
The Committee also reviewed progress on the Mau Summit–Eldoret–Malaba corridor, including ongoing preparatory activities and the actions required to advance the project in line with the directive of H.E. the President.
Our priority is to resolve outstanding issues, strengthen coordination and accelerate implementation to ensure these strategic road projects are delivered efficiently and sustainably.
We shall continue leveraging Public Private Partnerships (PPPs) and private capital to deliver major infrastructure, support Kenya’s long term economic growth and manage pressure on public finances.

PS Dr. Chris Kiptoo met with Mr. Ernesto Torres Cantú, Citi’s Head of International and a member of Citigroup’s Executive Management Team, who is visiting Kenya.
The meeting provided an opportunity to discuss Kenya’s partnership with Citi, including support in the management of the country’s Eurobond portfolio and access to international capital markets.
Dr. Kiptoo @DrChrisKiptoo reaffirmed Kenya’s commitment to deepening strategic partnerships with global financial institutions to mobilise investment, support enterprise, attract foreign direct investment and accelerate the country’s economic growth and development agenda.

Kenya’s economic stability is the result of deliberate reforms, disciplined policy choices and sustained implementation.
At today’s Strategic Retreat, I chaired a meeting of Directors General and Heads of Departments of the National Treasury to assess implementation, address challenges and agree on priorities as we begin the new financial year.
Since 2022, Kenya has made significant progress in debt management, exchange-rate stabilisation, automation of Public Financial Management systems and liquidity management.
Today, we have a more stable foreign exchange market, lower interest rates and a stronger financial sector, despite a challenging global environment. We are confident that the country is on the right track.
We are also advancing the National Infrastructure Fund (NIF), targeting KSh 5 trillion in investments over the next ten years without Exchequer funding, by mobilising private and institutional capital for strategic infrastructure projects.
Our focus is now on revenue mobilisation and debt sustainability, accelerating electronic Government Procurement (e-GP) and Integrated Financial Management Information System (IFMIS) reforms, improving cash management, reforming State-owned enterprises and expanding Public-Private Partnerships (PPPs).
I thank the Directors General and Heads of Departments for their presentations, commitment and leadership in advancing these reforms.
These efforts will enhance the management of public resources, reinforce our institutions and improve service delivery for the benefit of all Kenyans.

PS Dr Chris Kiptoo @DrChrisKiptoo is chairing a one day Strategic Retreat bringing together Directors General and Heads of Departments to take stock of progress in implementing key reforms and strategic initiatives across the National Treasury.
Each Directorate is presenting progress under its mandate, implementation challenges, priorities and areas requiring stronger coordination.
The discussions are focussing on removing bottlenecks, strengthening accountability and sharpening the institutional focus on delivery.
