“An Urgent Call to Designate the Arakan Army (AA) as a Terrorist Organization and Its Political Wing as an Abettor of Crimes against Humanity”
The recent open letter from certain Rakhine civil society organizations to the United Nations has raised serious concerns among victims and observers of ongoing atrocities in Arakan (Rakhine) State. While the letter attempts to portray the Arakan Army (AA) and its political wing, the United League of Arakan (ULA), as responsible and humanitarian actors, the lived reality on the ground stands in stark contradiction to this narrative.
Over the past years, the Arakan Army has engaged in systematic campaigns of terror, including mass displacement, extrajudicial killings, forced recruitment, abduction of civilians, and the ethnic cleansing of the Rohingya population in northern Rakhine. Their coordinated attacks, along with deliberate targeting of ethnic and religious minorities, demonstrate a clear pattern of crimes against humanity and ethnic persecution.
Far from protecting civilians, the AA has actively obstructed humanitarian access, used civilians as human shields, and propagated hate-based policies that deepen division and suffering. The ULA, as its political counterpart, has consistently justified and facilitated these crimes through political cover, propaganda, and the establishment of parallel administrative structures built on violence and fear.
In light of these facts, we urge the United Nations and its Member States to:
1.Designate the Arakan Army (AA) as a terrorist organization responsible for grave violations of international law, including war crimes and crimes against humanity.
2.Recognize the United League of Arakan (ULA) as an abettor and enabler of these crimes, complicit in the orchestration of terror against civilians.
3.Reject any appeal that seeks to legitimize the AA or its affiliates as “local humanitarian authorities” or “de facto administrators,” as such recognition would embolden further atrocities and undermine the principles of justice and human rights.
4.Ensure accountability through independent investigations and appropriate international legal mechanisms, including sanctions and prosecution of AA and ULA leaders responsible for these heinous acts.
The international community must not be misled by politically motivated narratives designed to sanitize crimes against humanity. The people of Rakhine—Rohingya and Rakhine alike—deserve genuine peace, justice, and inclusive governance rooted in human rights, not one built on terror, displacement, and discrimination.
We, therefore, call upon the United Nations Security Council, the Office of the High Commissioner for Human Rights, and all concerned international actors to take immediate and decisive action to hold the Arakan Army and its political affiliates accountable under international law.
Justice delayed is justice denied — silence in the face of terror only strengthens the hands of oppressors.
