Excuse me for my ignorance but surely if you want to give money to support the police in Lebanon (why?) you give the money directly to the police in Lebanon? Also ALL Government contracts should be required to present a full audit of how all monies are used. No exemptions under "small business" rules. They are not making their money in the marketplace, they are being handed tax payers money. Complete transparency should be mandatory. What is wrong with our systems. It's as if everything is set up to enable fraud!! The whole foreign aid seems to be a giant con.
