Today, the Social Protection and Governance & Decentralisation Sectors convened a one-day retreat in Kigali under the theme “Align and Advance.” The retreat aimed to strengthen inter-sectoral collaboration, review implementation progress, identify actionable cross-sectoral synergies, and develop practical solutions to accelerate the achievement of sector targets.
In his opening remarks, Hon. Minister @Dominiquehab reaffirmed Rwanda’s conviction that sustainable development is anchored in strong partnerships and effective collaboration that deliver impact beyond projects.
Reflecting on this partnership, the Minister stated: “Throughout this process, Development Partners and other stakeholders have played an instrumental role by providing technical expertise, policy insights, financing, and implementation support that have enriched both the design and delivery of our national development agenda”.

The NFPVP establishes an approach to village-level planning by enabling communities to assess local resources, identify opportunities &challenges, and define dvpt pathways. It provides tools to support participatory decision-making, planning, and monitoring at the community level
Through collaboration with @RwandaLocalGov, Spark Microgrants has concluded a Training of Trainers (ToT) on the National Framework for Participatory Village Planning (NFPVP), in preparation for establishing a cohort of Master Trainers to guide nationwide rollout.
@LODARwanda
The Master Trainers training at the national level will focus on building the capacity of government staff, particularly in planning and Monitoring &Evaluation, to enable them to cascade the training to sub-national levels and ensure high-quality facilitation across all villages
Direct community funding may seem risky to funders, but evidence from Rwanda and South Africa shows that when communities control decisions and resources, they can build stronger accountability, solve problems faster, and achieve more durable results:

Spark MG joins Rwanda and the world in commemorating the 1994 Genocide against the Tutsi. We reaffirm the need to prevent genocide ideology in all contexts. Through our work, we strengthen social cohesion and resilience for inclusive, locally led dvpt and long-term stability.
DG @ingabire_claude stressed that scaling Community-Driven Development requires practical, policy-relevant evidence. Under NST2, Rwanda integrates participatory planning, citizen feedback & data-driven decisions—moving CDD from pilots to national policy with measurable impact.
Spark MG & @WB_Rwanda co-hosted the Africa Community & Local Development (CLD) Forum in Kigali—bringing together practitioners, Task Team Leaders & researchers to turn evidence into action and strengthen community-driven solutions for inclusive, lasting impact across contexts.
DG @ingabire_claude of @RwandaLocalGov emphasized that sustainable, inclusive dvpt starts w/ citizen participation.Since decentralization in 2000, participation has been a core governance principle,empowering communities to shape priorities, budgets &implementation across sectors
Empowered grassroots communities drive stronger, more sustainable results. Alongside @RwandaLocalGov, @WB_Rwanda and @SparkMG we are co-hosting the Community & Local Development Forum in Rwanda to exchange insights and share lessons on what works.
