I first posted this in May 2022.

I thought of sharing it again now, in light of the ongoing controversies surrounding the national budget.

I remember how strict PNoy was when it came to government spending — he was careful with every peso, leaving no issue unchecked, because as public servants, we were entrusted to be faithful stewards of the people’s money.

Under PNoy, there were only two kinds of Cabinet meetings that would practically be held the whole day.

One was the fiscal budget meeting where PNoy would go thru the proposed budget for the next year w/ a calculator beside him & asked the logic of the expenditures. Ang taya na sasagot ay yung Dept Secretary at Budget Secretary (DBM). Kung hindi masagot ng Cabsec, si Budget Secretary ang sasagot. Kung hindi pa rin masagot, submit a written explanation. Walang item sa proposed budget ang papasa na hindi dumaan sa karayom ni PNoy. Ganyan sya kahigpit sa kaban ng bayan.

The second set of meetings is yung NEDA Board. Lahat ng govt projects over a certain amount kailangan dumaan sa NEDA Board. Si PNoy nasa tabi nya uli ang calculator.

Bago umakyat sa NEDA Board, na repaso na ng NEDA yung mga projects & tabled for NEDA Board approval.

Sa meeting, the Cabsec proponent will defend the Project & almost always may tanong si PNoy. Kung hindi masagot ang logic ng laki ng proyekto or any questions he asked, submit a written explanation.

Why do i recall these two kinds of meetings? First, dahil ang humarap kay PNoy ay parang thesis defense at ang proponent ay dapat “Laging Handa”. If one came unprepared, gisang gisa ang Cabsec at ang staff niya & no matter how one prepared, you’d still get questions from left field.

2nd, nakaupo kami ng buong araw & hindi comportable ang silya. Masakit sa likod. Magandang tingnan ang Aguinaldo Room pero panahon pa yata ng Kano ang mga silya at imagine marami sa amin ay hindi na bata. Kaya maraming beses na patawang minumungkahi na baka pwedeng gumamit na lang ng ergonomic chairs.

But kidding aside, mahalaga ang papel ng NEDA Board at ng budget meetings. PNoy always took to heart that in meetings w/c involved spending people’s money, he came prepared, read all the proposals, went thru each item line by line & made notes to ask.

PNoy was exacting when required & demanded the same standard from his people. In the end, we came out w/ tired backs but nonetheless wiser. 💪

So far, the allegations from Sara Duterte sound like disinformation and propaganda. No facts have been established or shown.

Kung napamura si Sec. Vince Dizon sa ghost flood control project sa Davao Occidental, mapapamura din kayo dito.

THIS IS ONE of the worst cases of political dynasty I have ever seen.

It’s not a fat dynasty. It’s not even obese.

This is a MONSTER DYNASTY!

You have the Governor, Vice Governor, Congressman, and Mayor of the capital city of Davao Occidental as ALL SIBLINGS.

So uupo sila sa family table at kakain — walang issue, walang problema, walang checks and balances.

Lahat sila masaya habang kumakain sila gamit ang pera mula sa mga sweldo nila na galing sa buwis ng taumbayan.

Tapos hindi sila satisfied sa isang Congressman. Gumawa pa sila ng party list para dalawa!

And if that wasn’t bad enough, you know what makes this worse?

The Bautista Dynasty intentionally carved out Davao Occidental from Davao Del Sur so that they can have their own fiefdom.

They didn’t want to compete with the Cagas of Davao Del Sur - the Cagas had the 1st District while the Bautistas had the 2nd District.

But they were exchanging seats for the Governor of Davao Del Sur - from Benjamin Bautista to Douglas Cagas to Claude Bautista.

That stopped in 2013 when Davao Occidental was created and carved out from Davao Del Sur.

From then on, the Bautista Dynasty kept the positions of Governor and Vice Governor to themselves.

And you know who co-authored and sponsored the law creating the Province of Davao Occidental?

No other than then Congressman Franklin Bautista, who is now the Governor.

MASBATE REELS FROM 'OPONG' ONSLAUGHT; PRIEST APPEALS FOR AID, 3 DEAD REPORTED

A parish priest in Masbate City has appealed for urgent assistance after Severe Tropical Storm Opong battered the province on Friday, September 26, leaving at least three people dead, 10 injured, and thousands displaced.

Fr. Raymond Rhys Anave Garrucho of Santa Teresa de Calcutta Parish in Barangay Bolo turned to Facebook to describe the devastation, saying many of his parishioners lost their homes.

"Please help us," he wrote, also quoting Scripture to encourage resilience amid the crisis.

The Masbate Provincial Disaster Risk Reduction and Management Office (PDRRMO) confirmed that two of the fatalities were from Masbate City—one struck by a falling tree and another crushed by a collapsed wall. Residential houses, churches, and establishments sustained heavy damage, while power outages were reported in several areas.

In Dimasalang, at least 100 families near the seaport were evacuated. Meanwhile, evacuees in Batuan were forced to relocate after the ceiling of the Parish of the Immaculate Conception collapsed and parts of its roof were blown away.

Authorities continue to assess the extent of the damage, with officials urging the public, humanitarian groups, and government agencies to coordinate relief efforts through local parishes and the PDRRMO to ensure aid reaches the hardest-hit communities.

For many years, the Kho family has held dominant political power in Masbate, controlling the governor's office, congressional seats, and key mayoral posts through role-switching among family members.

Former Gov. Antonio "Tony" Kho was elected 1st District Representative without opposition, while his son Richard Kho, who previously served as 1st District Representative, assumed the governorship.

Antonio's wife, Elisa "Olga" Kho, won as 2nd District Representative, replacing their daughter Ara Kho, who was elected Masbate City Mayor.

Another son, Wilton Kho, continues as 3rd District Representative, while his wife, Kristine Salve Hao-Kho, was reelected mayor of Mandaon.

The family drew criticism in April for allegedly using emergency alert systems to promote their political campaign, an allegation they denied.
