This is misleading. A lot of data centers use evaporative cooling. Some are closed loop and newer ones are mostly closed loop but from my understanding about 50% of current data centers or more use evaporative cooling.

Datacenters run on a closed loop cooling system, the water usage of a datacenter for an entire year is roughly equivalent to a usage of 1 restaurant!
it's funny because there definitely are load bearing "neurons" in these systems that strongly represent refusal and triggering them off causes compliance

these operate at a few characters at a time (those characters are treated as one "word") and the magic comes from attention where the meaning of one word is selectively carried forward into the next box.
So the statistics of the relationality of words drives the learned representation, but the power is in something more simple.
Each word is a box of meaning. To predict the next word we copy part of the meaning of the previous box into the next box based on what comes before it.
I think it's fair to say to mimic human... capacities you need to simulate a being in a simulated environment as that essentially is what we are. As much as we want to believe we're interacting with true reality each brain hallucinates its own custom simulation.
