They are victims of the same calculus.

The calculus that asks, before deciding whether a life will be protected: what is this person worth to the people who make decisions?

The answer, in both cases, for most people, is the same.

Not enough.

That is not a malfunction.

That is the operating principle, applied consistently, across borders.
