Using the Oxford comma is always a good idea. Using an ampersand is a good idea only in headings, and microcopy. After which you should not use an Oxford comma.
Designers and developers ought to deal with the dreadded context switch, and embrace interfacing with other people (i.e. meetings). It really sucks to be unable to influence your work and priorities because you were too bothered to participate when said work was being planned.
