The quote was written by Theodore Roosevelt on May 7, 1918, while the United States was fighting in World War I.

Although Roosevelt had left office nearly a decade earlier, he remained one of the country’s most influential public figures. He strongly supported the war effort but was also a vocal critic of President Woodrow Wilson, whom he believed had been too slow to prepare the nation for war and was mishandling the conflict.

At the time, pressure to rally behind the government was intense. Congress had passed the Espionage Act of 1917 and the Sedition Act of 1918, placing broad restrictions on speech considered harmful to the war effort.

Against this backdrop, Roosevelt argued that patriotism did not mean giving the president unconditional support. In his view, citizens in a democracy had a responsibility to hold their leaders accountable, especially during times of national crisis.
