Indian law and Supreme Court rulings are fairly clear on this.

Name badges are mandatory

In Prakash Singh v. Union of India (2006) and in D.K. Basu v. State of West Bengal (1997), the Supreme Court held that police personnel carrying out arrests, interrogation, or crowd-control duty must wear “accurate, visible and clear identification and name tags with their designations.”

The D.K. Basu guidelines were later given statutory force through Section 41B CrPC (now Section 37 BNSS).

Non-display of identification is an offence and disciplinary action must be taken against them and those who instructed them to do so.

Uniform is required for public duty

Plainclothes deployment for crowd control is not permitted as a general practice.

Delhi Police Standing Orders require officers exercising powers over a crowd to be identifiable as police.

Plainclothes officers are meant for surveillance and detection, not for physically dispersing or striking protesters.

Courts have repeatedly criticised the deployment of unidentifiable men with lathis as facilitating unaccountable violence.

Lathi use is regulated

An unidentified person in plainclothes wielding a lathi has no legal authority to use force at all.

The state cannot claim Section 132 protection for someone it did not deploy in identifiable form.

An unidentifiable, non-uniformed person striking protesters is, in law, committing assault in their personal capacity, and the deploying officer is liable for dereliction.

NHRC guidelines on crowd control (2010) and multiple High Court orders, including Delhi HC and Kerala HC directions on videography of police action at protests, reinforce that anonymity in force deployment is impermissible.

A joint delegation of the Centre of Indian Trade Unions (CITU) and the Al India Kisan Sabha (AIKS) visited Jantar Mantar today to express solidarity with the ongoing student-youth movement demanding the resignation of Union Education Minister Dharmendra Pradhan and accountability for the complete failure of the education system. The delegation met Ashutosh Ranka and Sourav Das of the Cockroach Janta Party (CJP) and Aishe Ghosh and Subhash Jhakar of the Students' Federation of India (SFI) and spent time at Kranti Corner of the SFI, which has been rebuilt after the police dismantled it on 20 July.

Elamaram Kareem, Tapan Sen, AR Sindhu, KN Umesh, and Sai Babu from the CITU and Hannan Mollah and P Krishnaprasad from the AIKS were part of the delegation. The leaders expressed their support and solidarity with the ongoing struggle and assured that workers and peasants, who are already on the streets in solidarity actions, will extend all support to the students in their future actions. The leaders announced that CITU, AIKS, AIAWU, AIDWA and DYFI will join the students on the night of 24 July for "Creating Jantar Mantar" throughout the country at the call of the SFI.
