It foreshadows that there is a Plan. The Plan is obviously to capture Luke Skywalker and destroy the Rebel fleet.
The Emperor knows it. Vader knows it. Commander Jerjerrod knows it.
No one else does. Certainly not any of the other grunts in the loading bay and Commander Jerjerrod's voice drops down hinting that now isn't the time to discuss it.
This is what is known as good writing and directing.
As always the audience is distracted by the incomplete appearance of Death Star 2 and the Dad Joke one-liner Vader delivers next with "The Emperor is not as forgiving as I am."
