The surveyors adopted the phrase "Shudra" from the texts and applied to the ground where instead we have many non-Brahmin castes which are land-owning.

@MRavinderReddi I think this is based on the benefit of hindsight - knowing what Vishnu would become overtime and in a particular conception of godhood. However we must judge the efficacy of a deity by what powers over human life they are granted. In the case of Vedas: number of suktas.
