Carrier (also not “understanding”) will charge daily demurrage fees. Supply chains won’t stop, but it will bankrupt/close many small businesses in the coming weeks.

As an importer I can say with certainty the importer pays the tariff to US Customs - we cannot clear our goods from the port without paying the tariff. So many items are not mfg in the US, and will take years if even viable to bring the mfg to the US.
