It's because Godzilla is more than a monster, he's a concept that becomes as strong as the narrative needs it to be.

In the 1998 Godzilla movie, he was only city level because the technology and other life forms weren't that strong.

@ApexPredator227 And the Allosaurus was basically made to be the Lion of the game, with a gamestyle centred around bleed, fast bite and claw attacks as well as pouncing larger prey, even pinning them when they're weakened or small enough.
