His Excellency Sheikh Ghuson bin Hilal Al Alawi, Chairman of the #State_Financial_and_Administrative_Audit_Authority, was honored to submit the Authority’s 2025 #Annual_Report to His Majesty Sultan Haitham bin Tarik, may Allah protect and preserve him.
The Report outlined the results of the Authority’s work in 2025, and its efforts in fulfilling its mandates. A copy of the Report was also sent to the Council of Ministers as well as the State and Shura Councils.

The #State_Financial_and_Administrative_Audit_Authority participated in the 29th meeting of the #ARABOSAI Capacity Building Committee, held in the Republic of Tunisia, to discuss several topics, most notably:
◻️ The training programme on International Public Sector Accounting Standards (IPSAS).
◻️ The proposed draft partnership agreement with the National School of Public Administration (ENAP) in Canada.
◻️ The assessment of Supreme Audit Institutions’ performance using the Supreme Audit Institutions Performance Measurement Framework (SAI PMF).
◻️ Progress on activities related to regional and international audit organizations.
◻️ Achievements under the 2026 operational plan and preparations for the 2027 operational plan and training programmes.

Strengthening institutional integration and supporting cooperation to protect public fund and promote integrity,

His Excellency Zaher bin Sulaiman Al Salmy, Deputy Chairman of the #State_Financial_and_Administrative_Audit_Authority for Audit of Government Units, visited the Office of the Governor of South Al Sharqiyah, where he met with H.E. Dr. Yahya bin Badr Al Maawali, Governor of South Al Sharqiyah; H.E. Sheikh Dr. Saif bin Mohammed Al Ghaithi, Wali of Sur; and a number of officials from the Governorate.

The meeting explored ways to strengthen cooperation in promoting integrity, governance and transparency. It also reviewed the Governorate’s development and investment projects and the challenges they face, alongside opportunities for partnerships with the private sector to enhance institutional performance and achieve development goals.

زار سعادة زاهر بن سليمان السالمي، نائب رئيس #جهاز_الرقابة_المالية_والإدارية_للدولة للرقابة على الوحدات الحكومية، مكتب محافظ جنوب الشرقية، حيث التقى بسعادة الدكتور يحيى بن بدر المعولي، محافظ جنوب الشرقية، وسعادة الشيخ الدكتور سيف بن محمد الغيثي، والي ولاية صور، وعددًا من المختصين من المحافظة.

وشهد اللقاء بحث سبل تعزيز التعاون في ترسيخ النزاهة والحوكمة والشفافية، واستعراض المشاريع التنموية والاستثمارية بالمحافظة والتحديات التي تواجهها، إلى جانب مناقشة الفرص المتاحة للشراكة مع القطاع الخاص، بما يسهم في رفع كفاءة الأداء المؤسسي وتحقيق الأهداف التنموية.

As part of efforts to monitor the progress in development projects, H.E. Zaher bin Sulaiman Al Salmy, Deputy Chairman of the #State_Financial_and_Administrative_Audit_Authority for Audit of Government Units, visited Al Falah Hospital project in South Al Sharqiyah Governorate. The project is approximately 69% complete and is expected to be completed in 2027. With a capacity of 170 beds, the hospital will serve around 150,000 people.

The hospital comprises 38 outpatient clinics, emergency and radiology departments, a nephrology unit, laboratories and medical stores.

في إطار متابعة مستجدات المشروعات التنموية والوقوف على نسب إنجازها، زار سعادة زاهر بن سليمان السالمي، نائب رئيس #جهاز_الرقابة_المالية_والإدارية_للدولة للرقابة على الوحدات الحكومية، مشروع مستشفى الفلاح بمحافظة جنوب الشرقية، الذي بلغت نسبة إنجازه نحو 69%، ومن المتوقع اكتماله خلال عام 2027، بطاقة استيعابية تبلغ 170 سريرًا، لخدمة نحو 150 ألف نسمة.

ويضم المستشفى 38 عيادة خارجية، وأقسام الطوارئ والأشعة، ووحدة طب الكلى، ومختبرات ومخازن طبية.

The #State_Financial_and_Administrative_Audit_Authority participated in the 27th Meeting of the Professional Pronouncements Committee of the Arab Organization of Supreme Audit Institutions (ARABOSAI), which was held virtually.

The meeting addressed several topics, most notably the approval of the amended 2026 Committee’s regulations, discussion of the updated document on the INTOSAI Framework of Professional Pronouncements (IFPP), and Public Policy Evaluation Project, as well as progress in developing professional Guides and operational plans.

His Excellency Sheikh Ghuson bin Hilal Al Alawi, Chairman of the #State_Financial_and_Administrative_Audit_Authority, headed the Sultanate of Oman’s delegation participating in the Third Ministerial Meeting of Anti-Corruption Law Enforcement Authorities of the Member States of the Organization of Islamic Cooperation (OIC), held in Baku, Republic of Azerbaijan.

The meeting discussed ways to strengthen cooperation, facilitate the exchange of information and expertise, and strengthen capacity building efforts, as well as ways to trace the proceeds of corruption-related crimes, recover assets, and implement the Makkah Al-Mukarramah Convention on Anti-Corruption Law Enforcement Cooperation.

In his address, His Excellency emphasized the important role of the OIC in strengthening cooperation and highlighted the positive outcomes of joint efforts among Member States in supporting sustainable development and promoting the principles of integrity, accountability, and the rule of law.

ترأس معالي الشيخ غصن بن هلال العلوي، رئيس #جهاز_الرقابة_المالية_والإدارية_للدولة، وفد سلطنة عُمان المشارك في الاجتماع الوزاري الثالث لأجهزة إنفاذ قوانين مكافحة الفساد في الدول الأعضاء في منظمة التعاون الإسلامي، الذي عُقد في باكو بجمهورية أذربيجان.

وناقش الاجتماع سبل تعزيز التعاون وتبادل المعلومات والخبرات وبناء القدرات، إلى جانب تتبع عائدات جرائم الفساد واسترداد الأصول، وتفعيل اتفاقية مكة المكرمة للتعاون في مجال إنفاذ قوانين مكافحة الفساد.

وأكد معالي الشيخ في كلمةً ألقاها عن أهمية دور المنظمة في تعزيز التعاون، والنتائج الإيجابية للعمل المشترك بين الدول الأعضاء في دعم التنمية المستدامة وترسيخ قيم النزاهة والمساءلة وسيادة القانون.

Strengthening institutional integration and effective partnership in fulfilling national responsibilities to protect public funds and promote integrity.

H.E. Zaher bin Sulaiman Al Salmy, Deputy Chairman of the #State_Financial_and_Administrative_Audit_Authority for Audit of Government Units, received Rear Admiral Ali bin Abdullah Al Shidi, Commandant of the National Defence College, and a delegation from the National Defence College, comprising members of the College’s academic and administrative staff and participants in the 14th National Defence Course.

The Authority delivered a presentation highlighting its national roles in preventing and combating corruption in accordance with relevant national legislation, the alignment of Omani legislation with the United Nations Convention against Corruption (UNCAC), as well as its audit mechanisms and tools, and its role in evaluating the performance of government-owned companies and government investments both domestically and abroad.

وقدّم الجهاز عرضًا مرئيًا استعرض الأدوار الوطنية للجهاز في منع ومكافحة الفساد في ضوء التشريعات الوطنية ذات الصلة، ومواءمة التشريعات العُمانية مع اتفاقية الأمم المتحدة لمكافحة الفساد، إلى جانب آليات وأدوات العمل الرقابي، ودور الجهاز في تقييم أداء الشركات الحكومية والاستثمارات الحكومية في الداخل والخارج.
