The most powerful tool governments have to protect children online is robust law enforcement. Prosecuting criminal offenders with swift, meaningful penalties creates real deterrence. Restricting lawful speech and undermining secure technologies would not.

Regulatory frameworks ought to be viewpoint neutral. Rules should not discriminate based on political or ideological content β and must not be disproportionately applied to American tech companies over foreign providers offering the same services.
