I've received information from my MS case regarding this, and it's intended behaviour.
CoPilot will autostart for all users that run Windows 10.

Anyone else that received this wonderful popup after they installed the Cumulative Preview patch for February? (KB5050081 - Win 10 22H2)
I think that the Autostart behavior is activated by Appx "MicrosoftOfficeHub" when you have installed the KB. @ariaupdated

How can avoid this without uninstalling CoPilot app from all devices?
We have some users that have license and still need/want it.
(I just want it to Not Autostart during reboot)
