@JeffSpeckFAICP Won't argue right or wrong, but worth considering that many ppl who value 'acceptable' urban form have a hard time finding it outside the core areas of Van, TO, Montreal and tend to move to those cities from elsewhere. Would suggest this is a factor.

Where happening in established neighbourhoods, more care/control is warranted, is necessary for community acceptance and less objection to change. Existing residents shouldn’t just be stuck with the negs. END
