Zweimal haben sie es versucht, zweimal ist es am Parlament gescheitert. Und jetzt kommt es durch die Hintertür zurück.

Chat Kontrolle. Das Gesetz, das jede private Nachricht scannen soll, bevor du sie überhaupt abschickst. Das Parlament hat es abgelehnt, zuletzt im März. Zwei klare Neins. Eigentlich sollte das reichen.

Reicht es aber nicht. Der Rat hat den im April ausgelaufenen Text in zweiter Lesung einfach wiederbelebt und läuft am Nein des Parlaments vorbei. Gestern wurde das Dringlichkeitsverfahren mit 331 zu 304 durchgewunken. Übermorgen, am Donnerstag, wird über das Scannen deiner privaten Nachrichten abgestimmt. Letzte Sitzung vor der Sommerpause. Wenn keiner hinschaut.

Und jetzt wird mir schlecht: Enthaltungen zählen faktisch als Ja. Zum Blockieren bräuchte es die absolute Mehrheit von 361 Stimmen. Wer sich enthält, hilft dem Gesetz. So baut man eine Mehrheit, die man an der Wahlurne nie bekommen würde. Genau das ist der Punkt, an dem das Wort illegal sich richtig anfühlt.

Der Trick ist immer derselbe. Massenüberwachung wird abgelehnt. Tage später steht sie als verpflichtende Altersverifikation wieder da. Immer schön verpackt in Kindersicherheit, weil dagegen kann ja keiner sein.

Und Großbritannien zeigt, wohin die Reise geht. Dort liegt ein Entwurf, der dein Telefon scannt, bevor die Verschlüsselung überhaupt greift. Manager, die sich weigern, sollen ins Gefängnis. Als in UK die Altersverifikation anlief, meldete ein VPN-Anbieter über 1.400 Prozent mehr Anmeldungen innerhalb von Minuten. Die Leute stimmen mit den Füßen ab.

Client-Side Scanning umgeht die Verschlüsselung, statt sie zu knacken. Dein Gerät liest den Inhalt, bevor überhaupt verschlüsselt wird. Ende-zu-Ende ist damit wertlos, weil vor dem Ende schon jemand mitliest. Du kannst dir das schönste Schloss an die Tür bauen. Bringt nichts, wenn der Spitzel schon in der Wohnung sitzt.

Und bevor jetzt der Reflex kommt, das sei ein rein europäisches Problem und drüben im Land der Freiheit sei alles besser: Ich glaub das ist zu einfach. Die Scan-Technik, die Europa gerade scharfschaltet, wurde in Kalifornien gebaut. Die On-Device-Bausteine schlummern längst in jedem iPhone. Die müssen nur eingeschaltet werden. Ehrlich gesagt bin ich mir da selbst nicht sicher, wo der Schutz noch herkommen soll.

Aquí salen bien RETRATADOS los eurodiputados españoles que les parece bien volver a votar (obviamente para imponerlo) el Chat Control que ya se había votado que NO previamente... esta es la dramática historia 👇

Mañana el Parlamento Europeo intenta aprobar por la puerta de atrás una ley que ya rechazó dos veces.

En marzo cayó con 311 votos en contra. Perdieron. Y en vez de aceptarlo, la presidencia de la Eurocámara y el PPE han montado la jugada: colar la misma propuesta por la vía de urgencia, la que exige mayoría absoluta para bloquearla en lugar de mayoría simple.

¿Y los eurodiputados que no voten mañana, en pleno agosto parlamentario? Cuentan como sí. No como abstención. Por lo que NO hace falta convencer a nadie. Basta con vaciar el hemiciclo en verano.

Esto no es debate democrático. Es ingeniería de mayorías para colar por la puerta trasera lo que la propia cámara ya tumbó en la puerta principal.

Cuando pierdes una votación, cambias las reglas de la votación. Así se gobierna ahora en Bruselas.

Pero el asunto va más allá del chat control, la cosa va de identificador digital que se presentará el 13 de julio. La cruzada por el control social es absolutamente brutal.
