I made an oversight with my proposal forgetting to include the States. Here is a revised version of section 4 of my amendment to allow the federal government to administer property taxes.
Section 4. Enforcement and Revenue Allocation
The Congress shall have power to enforce this article by appropriate legislation, including the power to establish tax rates, exemptions, assessment standards, and mechanisms for distributing generated revenues to municipalities and other political subdivisions of the States, as well as to the States exclusively for the construction and maintenance of state-managed roadways and transportation infrastructure derived from taxes on motor vehicles.
With the aid of Gemini I have designed a constitutional amendment to allow the federal government to levy property taxes.

Property taxes are classified as "direct taxes," requiring state-by-state population apportionment that makes a national property tax unworkable. While the 16th Amendment exempted income taxes from this rule, Congress still lacks authority to tax physical property value.

3 Tax Categories (Sec. 1): Broad-based taxes on real estate/vehicles, vacancy/non-owner surtaxes to combat housing speculation, and high-value luxury surtaxes.
Strict Protections (Sec. 3): Permanently bars federal property taxes on personal effects, furniture, jewelry, art, and financial assets. Preserves existing
16th Amendment income/capital gains powers.
Local Funding (Sec. 4): Authorizes direct revenue distribution to municipalities, counties, and local districts for police, fire, schools, and infrastructure, while giving Congress flexibility to adjust rates and formulas.
Section 1. Authorization of Specific Property Tax Categories
The Congress shall have power to lay and collect taxes on the value of Real Property and Motor Vehicles within the several States, without apportionment among the several States, and without regard to any census or enumeration. This power shall be strictly limited to the following three categories of property taxation:
A General Property Tax: A uniform, broad-based tax on the assessed value of real property and motor vehicles to generate general revenue and support public welfare.
A Non-Owner-Occupied and Vacant Property Tax: A separate or surtax rate applied to real property that is not used as a primary residence by the owner, or remains vacant for a period defined by law.
A High-Value Property Tax: A separate or surtax rate applied exclusively to high-value real property, intended as a secondary measure of revenue generation.
Section 2. Definitions and Scope
For the purposes of this article:
Real Property shall mean land, buildings, and other permanent improvements attached thereto.
Motor Vehicles shall mean any self-propelled vehicle manufactured for the primary purpose of transporting persons or property on public roads.
Section 3. Exclusions and Preservation of Existing Tax Powers
No tax laid under the authority of this article shall apply to any other form of tangible or intangible personal property, including, but not limited to, household goods, personal effects, jewelry, art, furniture, and financial assets.
Nothing in this article shall be construed to limit Congress's power to lay and collect taxes on income, as authorized by the Sixteenth Article of Amendment, or to levy indirect taxes or excises authorized elsewhere in this Constitution.
Section 4. Enforcement and Revenue Allocation
