@HansardSociety But that’s not quite correct. Unlike the s30 & s31 statutory obligations, the s2 duty has never been commenced. So, while it would have applied as you say if commenced, it’s wrong to say “applied” in this context notwithstanding the effect on of these regs on these provisions.
