The extra surveillance measures (ASM and ESM) introduced to protect 'retail investors' during the 2016-2018 rally which ended up hurting small-cap and many mid-cap stocks. Recently, these measures have been quietly expanded.

Earlier, if a small-cap stock saw a massive rally in a short time, it would be put under ASM. This made sense in cases where fewer than 100 unique PANs were involved, as such rallies could be manipulative. But now, a new rule has been added: if a stock has a price-to-earnings (PE) ratio of more than 50, it’s also placed under extra surveillance.

Even well-known companies like Airtel, Zomato, DMART, and DLF (check the full list) are now under extra scrutiny. Really? On top of that, some brokers are asking for full intraday margins on these stocks, which has made leverage even harder to use.

The message is clear: the regulator wants you to become an investor!
