Report by the Chief of the Defense Intelligence of Ukraine, Oleh Ivashchenko. We have clear documentation outlining the Russians’ plans to exploit our temporarily occupied territories. In the southern Ukrainian lands currently under occupation, Russia intends to carry out essentially the same processes of plunder and deindustrialization that it implemented in the occupied parts of the Donbas. Geological exploration is planned, followed by rapid extraction and export of valuable raw materials from at least 18 deposits – including titanium, lithium, tantalum, niobium, zircon, molybdenum, and graphite. The occupiers are also developing further measures to seize and export this year’s grain harvest. We are preparing to counter this.
We also have updated information on Russia’s internal assessment of the impact of our long-range sanctions – the scale of direct losses and the consequences of slowing production and export processes in Russia are increasing, with particularly negative effects on regional budgets. The de facto bankruptcy of a substantial portion of Russia’s regional budgets cannot be concealed.
Today, I issued separate tasks to the Defense Intelligence of Ukraine regarding Russia’s air defense system. We see that in recent weeks, additional rings of air defense have been built up around Moscow at the expense of a large-scale redeployment of systems from Russia’s regions. This indicates that the Russian leadership is not preparing for the ceasefire that has been the subject of so many statements, and is more concerned about its parade in Moscow than about the rest of Russia. At the same time, we observe that this creates additional opportunities for our long-range sanctions. We will define our corresponding priorities.
Ukraine has repeatedly proposed that Russia engage in real diplomacy and, through a ceasefire, ensure sufficient trust in the diplomatic process and the conditions necessary to achieve results. Ukraine’s proposals are on the table, and I am grateful to Ukraine’s partners for supporting our diplomacy and readiness to act in kind. Russia must take steps to end its war and to achieve a real peace. We need peace. Glory to Ukraine!
After yesterday’s savage strikes against our cities and communities – Dnipro, Zaporizhzhia, Kramatorsk, and others – the Russian army continued active hostilities and terrorist shelling throughout this day as well. Russia’s choice is an obvious spurning of a ceasefire and of saving lives.
Assaults continue across all key sections of the front, and since the start of this day alone, the Russian army has already carried out nearly 30 assaults. More than 20 air strikes using over 70 aerial bombs have been recorded just overnight and this morning.
Throughout the night, the Russian army also launched strikes with various types of drones. In particular, Ukraine’s Defense Forces neutralized nearly 90 attack drones alone. There were also missile strikes. In total, as of 10 a.m., the Russian army had committed 1,820 violations of the ceasefire regime – shelling, attempted assaults, air strikes, and the use of drones.
I am grateful to our warriors for defending Ukrainian positions. Ukraine clearly stated that it would act in kind, taking into account Russia’s persistent appeals through the media and social networks asking for a ceasefire during the Moscow parade. It is obvious to any reasonable person that a full-scale war and the daily murdering of people are a bad time for public “celebrations.”
Russia must end the war it is currently waging. Even with the internet shut down and communications blocked, it is perfectly clear to most Russians that their leadership can come out of the bunker and choose peace. The Russian side has our diplomatic proposals, and the only thing needed is Russia’s willingness to move toward real peace.
As of today, we can confirm that the Russian side has disrupted the ceasefire regime. Based on the evening reports from our military and intelligence, we will decide on our further actions. Glory to Ukraine!
A good meeting in the Washington format on the sidelines of the Summit of the European Political Community. Participants included @EmmanuelMacron , @Keir_Starmer, @GiorgiaMeloni, @jonasgahrstore, @donaldtusk, @PetteriOrpo, @MarkJCarney, @eucopresident António Costa, @vonderleyen, and @SecGenNATO Mark Rutte. I thank each of them.
We held a detailed discussion on strengthening air defense: the production of necessary European systems and missiles, support for the PURL initiative, and ways to equip Europe with its own anti-ballistic capabilities.
I thank Canada for a new contribution to the PURL initiative. Prior to the meeting, Mark Carney announced an additional $200 million. Mark Rutte assured that the provision of anti‑ballistic missiles to Ukraine remains consistent with earlier arrangements.
Diplomacy was addressed in a very substantive manner. Due to the war in Iran, there is currently an obvious pause in negotiations. We discussed how to reinvigorate this process, contacts with the United States, and Europe’s role in it. We also spoke about the situation on the frontline – importantly, all partners noted that Ukraine’s positions are now significantly stronger. I am grateful to our warriors.
We also covered the need to protect energy. We are grateful for the European support package of €90 billion. It is important that the funds begin to arrive as soon as possible and that Ukraine is able to implement its resilience plans in preparation for winter.
Thank you for supporting Ukraine.
We’ll never forget the lives we lost on September 11, 2001. Let’s continue to honor their memories, and the courage of our first responders who put themselves in harm’s way.
